Introduction
It is the set of rules that regulates the organisation and the operations of Public Administration, meaning all of the state public services, departments and legal entities which exercise public competences and power, as well as the relations thereof with the citizens and the administrative institutions.
Moreover, Public and Administrative Law regulates matters pertinent to the structural setup, the staff, the assets of, or referring to the administrative and judicial control and the administrative acts that the aforementioned departments and legal entities issue. In essence it is the most socially vibrant tributary of Constitutional Law.
